ప్రభుత్వాధికారులతో సంబంధాలు చెడిపోయాయి. ప్రభుత్వ ప్రజావ్యతిరేక విధానాలను ఆయన తన పత్రికాముఖంగా తీవ్రంగా వ్యతిరేకించినట్లుంది. నరసయ్య ప్రభుత్వానికి రాసిన లేఖలో పీపుల్స్ ఫ్రెండ్ పత్రికను ఉచితంగా పంపుతున్నట్లు, స్వీకరించమని కోరాడు. 1887లో ప్రభుత్వం పీపుల్స్ ఫ్రెండ్‌కు మొదటిసారి చందా చెల్లించి, పత్రికను తెప్పించుకోడం ఆరంభించింది.62 తర్వాత కొన్ని నెలలకే పీపుల్స్ ఫ్రెండ్ మీద కన్నెర్రజేసిన ప్రభుత్వం తన ప్రచురణలను పీపుల్స్ ఫ్రెండ్‌కు ఉచితంగా ఇవ్వడం నిలిపివేసింది. ఈ పరిస్థితిని వివరిస్తూ నరసయ్య సంపాదకీయాన్ని రాశాడు. పీపుల్స్ ఫ్రెండ్ పత్రిక మేనేజరు ఈ సంపాదకీయాన్ని గవర్నరు కనమరా దృష్టికి తీసుకొని రమ్మని కోరుతూ ప్రభుత్వ చీఫ్ సెక్రెటరీకి ఈ ఉత్తరం రాశాడు.63

Sir,
By desire of the Editor, I have the honour to request that you will be good enough to lay the accompanying copy of the People's Friend dated 25th February 1888, before His Excellency, the Governor in Council and draw His Lordship's attention to the leading article headed "The Madras Govt. and the Press". The Govt. has it in its Power to do whatever it pleases in matters like this. But I would respectfully invite the Govt. to examine the whole case in view of the grounds urged in the article, alluded to and cancel the orders recently passed in the matter discussed in the said article.
2. The orders referred to are the following :--
