April 83 No. 748. Public para-2 ruled that "the practice of issuing such reports gratis on application will be discontinued in future"; but this order has not been observed. In the first place certain newspapers, have continued to receive Govt. reports and publications and further more certain other papers have been since given the same privileges. Thus, the Christian College Magazine "Public" of sectarian character which hardly falls within the meaning of the term "the press has been given all Govt. publications and a comparison of the distribution list Maclean's and Mr. Logan's Manuals shows that several newspapers receive publications while others do not. If it were practicable - yet it is not - it would seem the proper course to cease all gratuitous supply of publications. It is a mere question of money not publishing information, and there is no reason why newspapers should not pay for their books like any other private tax payer. But the Govt. would hardly care to see the pens of all the newspapers in Madras and elsewhere at work to celebrate their disregard for "the firmament of the Fourth Estate". So long as this is the case the paper like the People's Friend seems to have some amount of genuine grievance - if they are refused publications while another paper next door gets. It would not cost much more to give Govt. publications to all bonafide newspapers and would remove what is to a certain extent a grievance. It is only necessary to look at a Distribution list like that of Maclean's Manual to see that it is not easy to draw a line of distinction.

The calm impudence of the present applicant who whilst asking for a favour forwards an article abusing the Govt. and its orders is (sic) amusing.

I submit that this is a very good issue for making a difference between newspapers. We cannot supply Govt. publications to all newspapers, but we may .............) to the leading news. The People's Friend certainly not a leading one. I submit that there is no reason to change
