11.The members of the Court elected by the different departments of the army stipulated in Clause.2 Shall act as the administrators of the department (of the army) concerned and a Committee of four persons shall be constituted under them, in accordance with section 5 and secretaries shall also be appointed on this committee as the need be. The decision arrived at by the majority of opinion in the Committee shall be place before the Court through the officers concerned and the Court shall act according to Clause.7 and the same procedure shall be followed in all Military and Civil Department.
12.The Court shall have the powers to amend the constitution by majority of votes at any time.
