2. ఢిల్లీ పరిపాలనా మండలి రాజ్యాంగం
1857 మే11న మీరట్ నుండి బయలుదేరిన తిరుగుబాటు యోధులు ఢిల్లీ చేరకుని మొగల్‌ పాలకుడు బహుదూర్‌ షా జఫర్‌ను చక్రవర్తిగా ప్రకటించాక, రోహిల్‌ఖండ్‌ నుండి తన బలగాలతో, అంతులేని సంపదతో ఢిల్లీ చేరుకున్న ప్రముఖ యోధులు భక్త ఖాన్‌ చక్రవర్తి అనుమతితో స్వాతంత్య్రసంగ్రామ సేన సర్వసైన్యాధిపతిగా బాధ్యతలు చేపట్టారు. ఆ తరువాత ఢిల్లీలో పాలనా పరమైన విధి-విధానాలను రూపొందించారు. ఆనాటి రాజరిక వ్యవస్థకు భిన్నంగా ప్రజాస్వామ్య పద్దతిలో రూపొందిన సమాఖ్య తరహా పాలనా వ్యవస్థకు మార్గదర్శ కంగా ఢల్లీ పరిపాలనా మండలి రాజ్యాంగాన్ని కూడాతయారు చేసి భక్తఖాన్‌ ప్రకటించారు.
ఆ చారిత్మ్రాక రాజ్యాంగం పూర్తి పాఠం ఆంగ్లంలో ఈ విధంగా ఉంది.
CIVIL ADMISTRATION DELHI Court of Administration In the name of the God most merciful Framing of a Constitution in order to dispel the confusion in Departments and to remove mismanagement from the Military and Civil administration which is proper and indispensable for the working of the constitution and the institution of a Court which is essential the following being the important regulations for the same:
1.A Court shall be instituted which shall be named " Court of Administration" i.e. ' alsa-i-intizam-I-Fauji Wa Mulki ' .
